Repair Downtown Water Features and Dedicated Maintenance/Security Funding

We previously had two beautiful water features inside the IDL which were enjoyed by visitors as well as downtown residence for many years but are no longer in operation.

The round-about fountain at Bartlett Square at the intersection of Main and 5th was a very nice feature that served a purpose in helping auto traffic slow and yield appropriately as well as aesthetically nice especially at night. If fell in disrepair a few years back with no effort to bring it back. It is now just a large black circle with no character at all.

Additionally, the nice multilevel water feature at Williams Green was a nice peaceful area enjoyed by downtown employees and residence. It was not in operation all of last summer 2025 and is now just another downtown "eyesore". Why are these venues built without any plans or funds for maintenance? Dedicated funding at the time of planning should be built into these project. I propose repair and dedicated funding to get these venues back in operation.
